I agree with you that showing ROI is key to a project like this.

I assume that you agree with me that there is still a lot to be saved in cost if you compare FAX OCR with real eInvoicing. So - lets say that you only save 5 minutes per invoice with real eInvoicing. Moving up the ladder and combining eOrdering with eInvoicing - you can save an additional 7 minutes in the handling of every invoice. These numbers are significant and I would argue that even the unions should be able to see that there is a shift happening in the way we do business. Its better to move the resources previously spend on paper handling to other activities. Activities that reduces the administrative barriers for businesses and increases the service for citizens. California could choose a solution where people were not fired, but got another position in the organization.  This combined with not filling empty positions should be able to reduce the work force. Also private companies will benefit and if California moves ahead of the curve - everyone will benefit. It is a competitive advantage and new jobs will be created in the private sector. I think that the GSM analogy is quite good for what could happen. Thousands of jobs were created in Europe in the cell phone industry. Thousands of jobs will be created in software companies taking advantage of the new possibilities with electronic business processes. Thousands of jobs will be lost in the public sector at the same time - this is an inevitable development and California now has a choice of whether they want to see the job creation in Silicon Valley or in Europe.

Reality is that the big guys all gone to digital FAX OCR equipment - and having small businesses use FAX forms. 
Perhaps the next generation of Web 2 app's will finally kill off that.  But for now - every place I go here in USA - the FAX machine is still king.
 
Now you add as Roger mentioned - unions not wanting to see job cuts - and you have too big of a political mountain to climb.

I realize that my proposal might not be exactly what they are asking for. However I would argue that paper-based work flows and 10-finger interfaces is a worse legacy problem than COBOL-based systems. And the money they save on invoicing can be used to convert the legacy systems to more modern technology. But I am biased :-)

One thing that I have learned from working in government is that it is important to frame your project in the context of a current political agenda. You can have the best idea and technical solution, but nothing will happen without political support. I know that this sounds obvious - but coming from an XML technologies background this was a new learning to me.

Also thank you for the links. We had the same kind of initiatives in Europe in the mid 90's and nothing happend. I would like to see governments really lower the barriers for private sector suppliers. And everyone on this list knows that we have the technology available today. It is just a matter of showing some leadership.

CA is actually asking for help with replacing its aging COBOL systems.
 
They have already implemented electronic invoicing starting in 1995!!!
