Subject: UBL 2.1 begins 30-day OASIS Public Review


Hello UBL developers and other interested parties,

The second formal public review of UBL 2.1 begins tomorrow; see the
notice below.

This draft was submitted to OASIS on 30 May, but personnel and process
changes at OASIS have put us far behind our original schedule, which
assumed that all comments would be received and ready for processing at
the upcoming UBL TC meeting in Kars 19-23 September.  Since the public
review period does not end till 24 September, this is technically no
longer possible.  As a practical matter, however, we can still keep to
our schedule if all UBL stakeholders make it a point to review the draft
and send us their comments as early as possible.  Note that the draft
itself has been available to you since June:

As usual, for legal reasons all comments MUST come in to us through the
comment button on the UBL TC page as described in the notice below.  One
need not be an OASIS member to submit comments.

This release introduces the UBL TC's first standardized extension, which
enables W3C XML Dsig digital signatures "out of the box" and supports
advanced digital signature protocols such as XAdES.  Off-the-shelf
signature validation tools should be able to confirm digital signatures
added to UBL documents (an example is included in the package).  The
committee is anxious to get feedback on the experiences of users adding
signatures in conformance with the specification.

UBL users who have not looked into our work since UBL 2.0 may also be
interested in the inclusion of RNC schemas and the provision of a set of
HTML reports that greatly enhance the ability to understand and navigate
the UBL data models.  UBL 2.0 users should also know that 2.1 schemas
will validate UBL 2.0 instances, so stakeholders who have invested in
UBL 2.0 should be able to work directly with UBL 2.1.

The Universal Business Language (UBL) TC members [1] have produced an
updated Committee Specification Draft (CSD) and submitted this
specification for 30-day public review:

Specification Overview:
UBL, the Universal Business Language, is the product of an international
effort to define a royalty-free library of standard electronic XML
business documents such as purchase orders and invoices. Developed in an
open and accountable OASIS Technical Committee with participation from a
variety of industry data standards organizations, UBL is designed to
plug directly into existing business, legal, auditing, and records
management practices, eliminating the re-keying of data in existing fax-
and paper-based supply chains and providing an entry point into
electronic commerce for small and medium-sized businesses.

This specification defines the Universal Business Language, version 2.1

Public Review Period:
The public review starts Friday, 26 August 2011 and ends 24 September
2011. The specification was previously submitted for a 60-day public
review on 25 September 2010 [2]. This review is limited in scope to
changes made from the previous review. Changes are detailed in section
B.3.4 of the Committee Specification Draft.

This is an open invitation to comment. OASIS solicits feedback from
potential users, developers and others, whether OASIS members or not,
for the sake of improving the interoperability and quality of its
technical work.
