The upcoming release of UBL 2.1 CSD3 as Public Review Draft 3 
includes HTML/PNG renderings of the UBL data model using UML diagrams 
prepared from a tool by a member of the committee.

But the distribution does not include a .eap file ... only the images.

The kind of file you are looking for would have be contributed by 
someone in the community, as it is not coming from the committee.

I mention this in case there is a mail list reader who can contribute 
such a file.
