I have been investigating this more thorougly and come to the following conclusions:
 
Delivery.DeliveryLocation.ID, Description, Address should be used to present the actual point of delivery - the place where the goods need to go IN all situations - drop shipments, subcontracting (delivery to another supplier) or delivery to a warehouse .
 
Delivery.DeliveryParty.Identification, Name, Contact should be used to identify the organisation that takes legal ownership.
Here I believe that in all cases this organisation is the company placing the order with the supplier regardless whether the supplier needs to ship it to an end-customer or to another supplier that adds value to the item.

Some good questions but they appear to be aimed at BII rather than UBL in general.

D consider the DeliveryParty to be your own organization and the DeliveryLocation the address of the second vendor ?
 
Do you know whether CEN/BII  - PEPPOL is able to handle DeliveryAddress instead of DeliveryLocation and DeliveryParty ?
Some countries have or are implementing DeliveryAddress  instead of the prefered DeliveryLocation and DeliveryParty.
