I think the view you are looking for is already provided by the stylesheet that converts the genericode files into HTML tables with links (kindly provided by CraneSoftwrights). In the UBL standard publication each document type has a “Summary report” such as...
The initial link on the Summary report (for example: http://docs.oasis-open.org/ubl/os-UBL-2.1/mod/summary/reports/UBL-Order-2.1.html) will list all the elements (i suspect this is nearer to a Data Dictionary than the spreadsheet view). To see the hierarchical document structure click on the link to it’s name (for example: Order). The links in column 1 will take you to the parent and the links in column 2 (for aggregates) will take you to the children. Let me know if this is helpful.
