Unable to attend UBL FPSC teleconference tomorrow

Hi folks!

My meeting in New York has been extended and I am unable to attend the 
teleconference tomorrow.  The time slot is still there for people to show 
up and talk ... if you get a quorum and make some decisions, please post 
some minutes to the list.

Otherwise, let's do things by the list.

As far as I know, I'm still the only FPSC member to go to Washington, and 
I'll be scrambling to try and update the specifications based on Steve's 
latest posts to the list.

Thanks! (and sorry for the late notice; I'm writing this from my hotel room 
in New York and earlier this week I honestly thought I was going to be able 
to make it)
