I wasn't a part of the earlier debates.  While I can understand the logic of
wanting to separate the "Address" and "Location" concepts, since that generally
can be treated separately, are they always separate?  I thought there were
special cases, like oil rigs in the middle of oceans, where the only address
was the location.  What do you do in a case like that?
