In suggesting unique identifiers for each UBL <appinfo> element, I was thinking beyond the code lists, and looking for a mechanism that could be used for all of the UBL Schemas. I don't see why only code lists would benefit from having keys that end users could key off, so that they did not have to edit the Schemas (which is something many are loathe to do).
