I was referring to the translation of the URN:

     "urn:oasis:names:tc:ubl:CoreComponentParameters:1.0:0.81"

to the URL:

     "c:/kenfiles/ubl/schemas/81/CoreComponentParameters-0.81-draft-7.xsd"

using an XML Catalog:

     http://www.oasis-open.org/committees/entity/spec-2001-08-06.html

I figure that each code list type is going to be in its own schema fragment 
and we need an XML catalog to map the fragment URNs to URIs in order for 
validation to be successful.

At least I haven't heard differently from any UBL member yet ... perhaps 
someone has already identified and overcome obstacles.
