My answer to this from a UBL/CCTS/TBG17 perspective is that :
 
a) 'Year Month' could be submitted by UBL as a prospective secondary representation term to 'date time' adding to the 'date' and 'time' secondaries which we already have. This would enable 1) specific naming of BBIEs using this new secondary RT and 2/ a new CCT to be defined for 'Year Month'.
b) the new CCT would need an associated unqualified data type for 'Year Month' to be added to the TBG17 official CCTS unqualified data type list.
c) a new 'qualified' data type would be added to the UBL CCT/data type schema which would add the XSD restriction of usage of the specific XSD primitive.
d) all relevant UBL BBIEs could then be defined to use this new UBL data type.

i think stephen's question is that if we wanted to define a data type (as the CCTS calls them) for YearMonth, can we do this using XSD? - if so we need an NDR for its definition (stephen then suggests one or two).  the important part of this is that it allows for option day but mandatory month and year.

which raises a maintenace question on how we can define data types into the future.  whilst the other CCTS modules are External - i presume this one (the UBL data types) is Internal, so will we need to add to the NDR every time we add another one?

Just a quick question for LCSC modelling.
 
Would it be feasible to use xsd:gYearMonth as the base for a new DataType (in the CCTS sense) to
cater for MM/YY (albeit YYYY-MM in ISO short date format) as used with Credit Card expiry dates?
