[ubl-lsc] Event calendar (liaison review)

UBL Liaisons and invited observers,

At the UBL Liaison SC meeting in Menlo Park, I agreed to make the
first stab at an event calendar to be used in planning UBL TC
meetings and liaison reviews.  Here's my first attempt based on
what I've gathered so far.

Liaisons: please review the section titled "External Calendar" for
correctness.

I will put this out for review by the Marketing SC after the LSC
has had a chance to look at it, so please reserve
marketing-related discussions for that list.
