You bring to the table a whole range of issues that we haven't considered seriously enough, especially when you start discussing M-UBL (I also like the acronym). This is *not* to say that we shouldn't look at the needs here.
Code lists are definitely an area where a lot of memory gets used, so perhaps we should explore requirements a bit more before we make any decisions on this. It is not inconceivable that we could come up with a scheme for codelists that allows us to minimize all this stuff for mobile use.
When I think about changes made to a base library for use on mobile phones, the "Systems capabilities" context jumps to mind - this is exactly what that is for. I see no reason why, if we model codes right, we couldn't scale them back to produce an ultra-terse language for this kind of use. In short, with care, maybe we can have our cake and eat it, too.
Just something we might want to explore...
