Why would they be prohibited for use by customizers who need them?  As 
long as the semantics are clear (which they are, because of their 
nature), we could just make them optional.  Or are there some supp 
components that we actively disagree with providing, for some reason?  I 
would think we'd want to make this decision on a case-by-case basis. 
(Have we done that to date, in any case other than codes?)
