I myself am still scratching my head trying to understand why this rule is
needed at all. It's like saying "UBL schemas will conform to W3C Schema, and
UBL instances will conform to XML 1.0, oh, and UBL instances will use the
following characters....which just happen to be prescribed in XML 1.0 but
we'll prescribe too".

Doesn't make sense.

I believe that at some point the idea that what NDR does is draw rules
for LSC to follow in the production of its normative output (i.e. schemas)
has been forgotten, and has been mixed with all kinds of other things, including
rules for instances.

THis rule (and others like this) should be deleted.
