While we were
discussing item 14 (elementFormDefault...), I combed the archives just to
refresh my memory. I believe the latest decision is captured in Eve's
paper http://www.idealliance.org/papers/xml02/dx_xml02/papers/05-01-02/05-01-02.html "Schema
Design Rules for UBL...and Maybe for You". In particular the "garden of
Eden" design pattern calls for globally declared types referencing globally
declared, namespace qualified elements. If you see section 4.2 "UBL's
Choice of Style" it gives a good description of where we came from and where we
are.
