The rule currently states:  For every ccts:CCT whose supplementary components are equivalent directly onto the properties of a built-in xsd:datatype, the CCT:SupplementaryComponents MUST NOT be expressed as attributes, and the ccts:CCT MUST be defined as a named xsd:simpleType in the ccts:CCT schema module.

What exactly would be changed?
