The name NoticePurpose should probably be renamed to ensure no confusion with classes used in for example eForms and the eProcurement Ontology.  The purpose of a notice is to announce something.

NoticePurpose would in this context contains concepts such as deletion, registration, formation, completion of the liquidation, transfer registration and transfer deletion
Notice SubType would in this context contain the subtypecode that allows X02 and X01

Suggestion: OperationType instead of NoticePurpose
