UBL-208
Proposal to change indicator as a code. Rejected because of backward compatbility requirement.
The agreed proposal is to add a new textual element describing the conditions for the recurrence (reason, timing, ...)


UBL-195: pre-qualification systems prepare the responses before having the requests.
this business case is already implemented in countries such as austria, finland,  these pre qualifiers issue a lot of complaints because the existing documents are not fit for purpose. Github issues have clearly described this problem.
We will start reflecting of a new document answering these business needs.

 Publication Office has a new colleague who is responsible for ESPD who will be involved  in the UBL TC.
We will look at the pre qualification use case and assess the new document that would be needed- get a look at leaflet produced by the Commission.

Natalie will organise a meeting around ESPD, core criteria, ontology, UBL in Brussels B2B with the EMSFEI meeting.

UBL-211 Discussion on a definition that is wrong and should be the opposite.
Add element duplicate with the right definition. And communicate an erratum.
Or add a usability information . To be discussed in TC.
