UBL-223 :
What is the scope of UBL. Notices are business documents of the publication business so Publication is in scope of UBL.

 describes the publication business and should be updated.

Statistical information must be published when details of a procedure cannot be disclosed or accessed by the publisher who is an actor in the publication process.
So statistical information is in scope of UBL.

As the current state of play at national level is not yet fully electronic  nor harmonized the proposed solution is to keep a code list for statistical data to be provided. 
e.g.  
 Number of Requests to participate
 Number of Tenders
 Number of Tenders from SMEs
 Number of Tenders from micro tenderers
 Number of Tenders from small tenderers
 Number of Tenders from medium tenderers
 Number of Tenders from tenderers registered in other EEA countries than the one of the buyer
 Number of Tenders from tenders registered in countries outside of the EEA

In the CAN.TenderResult ASBIE , we already find ReceivedTendersQuantity element that conveys the Number of Tenders .

We propose to add to TenderResult with cardinality 0..n an ASBIE named ReceivedSubmissionStatistics composed of a codelist 'ReceivedSubmissionStatisticCode' and a element to convey the number for each statistic 'Statistical number'


UBL-228

Why do we need "Documents URL" and 
"Documents Restricted URL" means "The internet address with information on accessing the restricted (part of the) procurement documents." It does not fit with the current use made by UBL.

Several options :
- 1 Change the cardinality of the document ABIE
Yet the document ABIE does not convey the information of the site where the documents will be made available.

We identified also that Call forTender Documents have been added to Tendering terms when they should have been added to ProcurementProject instead as the definition of Call for tenders suggests.

- 2 Create a new element to cater for websites where to access restricted and non restricted procurement documents.
