This is just one of many articles with comments about the state of the SME ERP market as well as the names of a few software packages used by this segment. Two of the packages mentioned in this article are very popular and do not support delivery details at a line level. Front-ends and customizations are also not an option with all of the products mentioned here.
UBL must support certain requirements even if they aren't supported by all vendors. At the same time, we must remember commercial product limitations may impact a portion of the market. 
All governments may not do business with this market sector but UBL has made a committment not to exclude any business that may wish to conduct trade using the UBL standard.
