Extended process for sample document instances.

At today's TSC call we went over the proposed process for developing 
sample document instances.  As you can see we have extended it with 
document instances for COO and Transportation Status.  The TSC have 
agreed to provide these sample document based on the scenario chosen by 
the PSC.

What we think would be best is if the PSC could decide on a sample Order 
instance, the TSC can then use this data to provide the Forwarding 
Instructions, COO, Waybill and Transatportation Status document 
instances.  Once they have done this the PSC can use information off 
those documents to create the Despatch Advice and Invoice.  The TSC can 
use the Invoice sample to create a Freight Invoice (this may require 
some closer co-ordination).

So i would like to add this decision to the next PSC meeting agenda (i 
believe this is chedule for July 31st).
