This can be considered as part of the UBL 2.1 package. 
I agree that as a Brand can be used for many items its properties should 
be a separate ABIE.  But it needs some more detailed design, with some 
definitions and examples.  Perhaps create a sample spreadsheet entry for 
this?
At the document level we can qualify the ASBIE as being "Default".
We also have a small problem with how we deal with the existing 
BrandName BBIE within Item.
