CODICE items for UBL 2.1 PRD2 issues list

Hello UBL PSC,

Below are some tendering-related items for the PRD2 issues list
from the Spanish Ministry of Finance, forwarded in translation by
Oriol.  Please attend to these at your earliest opportunity so
that changes are ready for implementation as soon as the initial
UBL 2.1 review period ends.

Translation:

CODICE 2.01 is going to include:

1) Add ASBIE TenderResult. Contract Formalization_ Period (0..1)
    in Tender Result class to enable information to the awarded
    party in the Contract Award Notice document and in Awarded
    Notification about the period of time he has to formalize the
    contract.

2) Add an Additional Document Reference class (0..n) in Awarded
    Notification and Unawarded Notification to allow the inclusion
    of annex documents such as the minutes of the awarding process
    meetings.

3) Add a Qualification Resolution class (0..n) into Unawarded
    Notification as the new Directive mandates notify about the
    awarding to the tenderers excluded during the admission and
    exclusion phase, informing them again about the reasons for the
    exclusion.

En concreto, vamos a incluir en CODICE 2.01 los siguientes
cambios:

1. Incluir en el TenderResult el ASBIE
    TenderResult.ContractFormalizationPeriod. Permite informar al
    adjudicatario tanto en el ContractAwardNotice, como en el
    AwardedNotification sobre el plazo del que dispone para
    formalizar el contrato.

2. Incluir un ASBIE
    AwardedNotification.AdditionalDocumentReference (0..N) y
    UnawardedNotification.DocumentReference (0..N) para permitir
    incluir documentos anexos distintos de las actas en las
    notificaciones.

3. Incluir un ASBIE UnawardedNotification.QualificationResolution
    (0..N) La nueva ley obliga a notificar de la adjudicación
    también a los licitadores excluidos durante el proceso de
    admisión/exclusión volviéndoles a comunicar los motivos por los
    que fueron excluidos.
