Final Notice - shutting down OASIS UBL Procurement Subcommittee

Fellow UBL PSC members,

This is the final notice of shutting down the old PSC subcommittee 
and its mail list.  I announced this one month ago.  Sometime this 
week the subcommittee assets will be frozen.

Please take the time to join one or both of the new committees.
