comment (bpss fragment in index)

There needs to be a small change to the BPSS fragment example
in the index.html file
 
change "<Specification nameID="urn:oasis..."
to "<Specification name="urn:oasis..."
 
This is because the datatype for the nameID (xsd:ID)
does not support a urn, so the name attribute can be
used for the urn instead.
