It's just that I found a recent (SP2) version of IE 6 had problems displaying the pages correctly (particularly the CSS ?) for the online pd-...-2 index of the public release SBS package. It might be the fact that the XML declaration is not at the very top of the file (this probably needs fixing in the cs package), or it might relate to a tool report I've seen in VS that the <script> element as not a proper part of XHTML (perhaps the CSS should be made external to the index.html). It might just be a glitch in IE6 SP2 though, I've really don't know.
