MINUTES OF TRANSPORT SUBCOMMITTEE MEETING

1600-1700 (Singapore time) WEDNESDAY 22 SEPTEMBER 2005

 

ATTENDANCE

1.       Review of Draft Proposal for Extended Transport Process for UBL 2.0 document prepared by Thomas/Siew Wai (CECID).

 

a.       The Use Case Model for ‘Delivery Process’ is not depicting the complete delivery process, but only the request for the delivery services which makes use of the 3 trade documents of ‘Forwarding Instruction’, ‘Bill of Lading’ and ‘Waybill’.  Kama commented that it would be more meaningful to come up with a more complete ‘Delivery Process’.  As such, Kama re-iterated the need to proposed 3 additional trade documents to the Transport SC: ‘Packing List’, ‘Freight Invoice’, and ‘Transport Instruction’ to further enrich the ‘Delivery Process’ to make it more complete, from Consignor to Consignee.  Further discussions/feedback will be carried out on these 3 additional docs via email with members of Transport SC.  CrimsonLogic will provide domain knowledge and expertise in this area.

 

b.       Use Case Model for ‘Certificate of Origin Process’ to introduce ‘ISSUER’ as an actor to represent the approver of the CO in the process.  ‘ENDORSER’ is taken to refer to a party/actor, typically an EMBASSY, acts as a diplomatic official that serves as a primary channel of communication channel between the host and home countries.  These authorities play an important role to legalise the CO document (if required by home country) to restrict goods imported from certain countries for political and other reasons.

ACTION ITEMS:

  1. To seek domain expert in CrimsonLogic to relook at the Draft Proposal for Extended Transport Process document and to provide inputs to the ‘Delivery’ process.
  2. CrimsonLogic to further comment on the Certificate of Origin process.  Any amendments required on the Use Case Model and Activity Diagrams will be drawn and sent to all via email.
