yes.  The Quantity in Package is defined as "the quantity within a 
package." A Quantity data type is "a counted number of non-monetary 
units possibly including fractions." its structure includes a Unit Code 
to say what measure the quantity is in (e.g. "units" or "dozen"). 

So it is really the Goods Quantity (see below).

i originally thought this would have to be the number of occurrences.  
So in your example,
<outer package>
     <small package>
        <A4 paper package>
        <A4 paper package>
     <small package>
        <1 dozen beer package>
        <1 dozen beer package>
 - so you know there are 2 because each package is identified individually.

But in thinking this through it may be we cannot identify seperate inner 
packages.  we only know how many there are.  So i suggest we add a "Unit 
Quantity" (a numeric component), similar to Transport Handling Unit.  
then this could hold the value "2".

Ideally we should also qualify the "Quantity" in Package to be "Goods 
Quantity" to remove the ambiguity it clearly has.
