So in your example, <outer package> <small package> <A4 paper package> <A4 paper package> <small package> <1 dozen beer package> <1 dozen beer package> - so you know there are 2 because each package is identified individually. But in thinking this through it may be we cannot identify seperate inner packages. we only know how many there are. So i suggest we add a "Unit Quantity" (a numeric component), similar to Transport Handling Unit. then this could hold the value "2".
