Thanks for the input.  Please find my responses attached. 

You are correct that most of these issues relate to the difference is 
use of the terms Shipment and Consignment.  I suspect we have almost 
opposite definitions at this stage.  That is, what you mean by Shipment, 
we mean by Consignmnt and vice versa. Once we get over that I think we 
are fairly close to alignment.

I will try and get to a phone for thursday's TSC call so we can talk 
over some of these issues (sorry i missed last week, but the time is 
tricky for me)

PS.
I know it is more verbose, but can we try and use the DEN (Dictionary 
Entry Names) for references, rather than spreadsheet line numbers.  It 
makes the documents easier to follow and more general.
