[ubl] UBL early review packages available

Materials for the first UBL review cycle have been collated into
two packages, one for the Library Content SC and one for the
Naming and Design Rules SC.  You can find them here:

The LCSC download is in a zip file because it contains several XML
and schema files in addition to documentation.

The materials provided in this cycle are still in a formative
state and are being made available at this time to gain early
input from our UBL liaison organizations.  These are works in
progress, very much subject to change.
