All: you'll probably want to do what I did and rather than downloading 1.4
(ref'd below) go straight to 1.4.1 http://java.sun.com/j2se/1.4.1/index.html
1.4 is "End of Life"ing in about a month.

After installing JRE 1.4.1, in order to get OpenOffice to notice it, I had
to deinstall OpenOffice (run the OO setup from your start menu and select
deinstall).  Then I had to reinstall by executing the setup.exe.

I can now read the UBL brochure.  'scool.
