Subject: [clsc] Minutes of Nov 26, 2003 and agenda for Dec 3, 2003


In attendance were only Tony Coates, Arofan Gregory, Anne Hendry and G. Ken 
Holman.  In the absence of more members, the agenda was abandoned and a 
more general discussion of business requirements and technical ideas.

Arofan has been reviewing the technical submissions and has been 
identifying common threads of technical requirements, both from an 
implementation perspective and from a deployment perspective.  He 
summarized these as "needing to bind an external validation expression into 
the UBL environment while accommodating sets of defaults and private-use 
facilities".  He postponed a review of the models until more subcommittee 
members could be present, and all expressed hope that next week would bring 
out a larger attendance.

Tony brought up the need for a "clean break between the code list data 
model and any technological expression of that model".  Is it possible to 
come up with an XML method for expressing the semantics of a code list and 
then produce any schema expression, data base, or application expression of 
that code list?  Tony believes (and brought out agreement from those 
present) that this is the right way to proceed.  There are many aspects of 
code lists not yet addressed: life cycle, scope of use, deprecation, etc. 
that while they may not be formally addressed in UBL 1.0 because they are 
not yet needed in UBL 1.0, the framework would be in the data model for 
code lists that these aspects could be added.  Thus, "making it able to 
work with other groups in a bigger world thatn just what UBL is concerned 
with".

Tony was thanked for expressing this perspective and was asked to write up 
his ideas for all members of the subcommittee to review.
