made, and as I've indicated in recent messages, people who don't
participate in these joint calls are simply not going to count in
arriving at a solution.

Its nice to know that after two plus years of working collaboratively with the group that was responsible for developing a modularity solution, making the commitment to attend every single F2F, and devoting significant resources, that I simply don't count because I am in a mandatory training session and can't join a coordination call that has not heretofor been billed as a formal decision making meeting of the TC as a whole.

Unfortunately we are not talking in this case about decisions that
were made in a quorate group.  We have nonquorate groups meeting
in isolation and arriving at separate solutions.  This includes
the committee of the whole that met in Washington.

The coordination calls (such as the one this morning that is
working out a structure for the schema modules as I write this)
are the only mechanism we have for arriving at a consensus across
subcommittees.  This is where the decisions are actually being
made, and as I've indicated in recent messages, people who don't
participate in these joint calls are simply not going to count in
arriving at a solution.
