Subject: UBL CD 2 passed and submitted for standardization
Hello UBL TC,
I have just transmitted the note below to OASIS. If we've done
everything correctly, UBL 1.0 will now begin the journey toward
OASIS standardization, and we can begin work next week on UBL 1.1.
Congratulations to all those who have worked so hard to make 1.0 a
reality!

Hello Karl,
The OASIS UBL TC today approved the following set of resolutions:
Resolved,
1. That the OASIS UBL TC approves the UBL 1.0 draft
specification currently located at
http://www.oasis-open.org/committees/download.php/9085/cd2-UBL-1.0.zip
as an OASIS Committee Draft.
2. That the UBL TC chairs and secretaries are authorized to
make such editorial and formatting changes to the approved
document as may be required for publication as an OASIS
Committee Draft.
3. That the UBL TC chairs and secretaries are authorized to
submit the approved Committee Draft for OASIS
standardization together with the adjunct materials required
by the OASIS standardization process.
4. That the UBL TC chairs and secretaries are authorized to
make such further editorial and formatting changes to the
approved Committee Draft as may be requested by OASIS
Administration to meet the requirements of the OASIS
standardization process.
As authorized by this vote, I am hereby submitting the UBL 1.0
Committee Draft for OASIS standardization. You can find a copy of
the CD, updated with the new OASIS logo and containing minor
corrections to errors in one of the non-normative appendices as we
discussed earlier, in temporary locations at

The OASIS TC process states:
A TC may recommend that the Committee Draft be made an OASIS
Standard. Upon resolution of the TC to move the specification
forward, its chair shall submit the following items to OASIS TC
Administration:
1. A formal specification that is a valid member of its type,
together with appropriate documentation for the
specification, both of which must be written using approved
OASIS templates;
2. A clear English-language summary of the specification;
3. A statement regarding the relationship of this specification
to similar work of other OASIS TCs or other standards
developing organizations;
4. Certification by at least three OASIS member organizations
that they are successfully using the specification
consistently with the OASIS IPR Policy;
5. An account of each of the comments/issues raised during the
public review period, along with its resolution;
6. An account of and results of the voting to approve the
approve the specification as a Committee Draft;
7. An account of or pointer to votes and comments received in
any earlier attempts to standardize substantially the same
specification, together with the originating TC's response
to each comment;
8. A pointer to the publicly visible comments archive for the
originating TC;
9. A statement from the chair of the TC certifying that all
members of the TC have been provided with a copy of the
OASIS IPR Policy; and
10. Optionally, a pointer to any minority reports submitted by
one or more TC members who did not vote in favor of
approving the Committee Draft, or certification by the chair
that no minority reports exist.
The following items are hereby submitted pursuant to the OASIS
requirements cited above.
1. A formal specification that is a valid member of its type,
together with appropriate documentation for the specification,
both of which must be written using approved OASIS templates

particular, the XSD schemas in Section 6.
Documentation is provided in the UBL 1.0 release package by
a description of the normative parts of the specification
and their method of development plus a number of informative
appendices containing a large quantity of supporting
materials for the developer. Three major informative
documents are also included: the naming and design rules
used in producing the UBL schemas, a methodology for
customizing the schemas, and a set of guidelines for the
development and maintenance of the code lists used in the
release. These documentary components of the UBL 1.0
package are expected to find use in schema definition
efforts similar to UBL.

similar work of other OASIS TCs or other standards developing
organizations
As a standard, royalty-free set of XML schemas for common
business documents, UBL provides an alternative to a number
of proprietary or industry-specific business vocabularies.
During the UBL 1.0 development period, UBL enjoyed formal
liaison relationships with the following organizations:

UBL is also on the continuing agenda of the ISO IEC ITU
UN/ECE eBusiness Memo of Understanding Management Group,
which coordinates ebusiness standards activities among the
standards bodies referenced by the General Agreement on
Tariffs and Trade (GATT).
4. Certification by at least three OASIS member organizations that
they are successfully using the specification consistently with
the OASIS IPR Policy
