Ouch! Yes, you are correct. And we cannot change the element names because of backward compatibility.
Drat ... I knew it would take more thinking, but I didn't realize that it might be a non-starter because of the impact of the qualifier on the name.
Anyway ... I still don't have the time to think about this because of the many 2.1 issues on my plate right now.
Let's look at this for 2.2. But I'll use the new wording for UBL 2.1 unless someone thinks we shouldn't because it isn't programmatically checkable as a conformance criterion.
