Reinstating the UBL TC calls this week for another vote

I am informed from TC Administrations that editing instructions 
cannot be included in the approval process.

I am "un-cancelling" this weeks TC calls asking those who are able to 
attend for a one-item agenda to vote on the CSD and PRD.

I will issue the teleconference details momentarily, but I wanted to 
post this to explain the situation first.
