Subject: [OASIS Issue Tracker] (UBL-17) Empty schema fragment in the distribution

Ken Holman commented on UBL-17:

Okay, I've figured it out and I think it is just poorly documented in the specification.

All it is is a fragment whose target namespace is the documentation namespace. It exists so that every namespace in the UBL schemas has a schema fragment. It does not participate in any validation ... it is only a namespace declaration.

I'm leaving this ticket open so that we can update the documentation ... it is incorrect in the documentation to say this schema fragment somehow defines the structure of the annotation sections ... it only declares the namespace to be used for the annotation sections.

> Empty schema fragment in the distribution
> -----------------------------------------
> Key: UBL-17
> URL: https://issues.oasis-open.org/browse/UBL-17
> Project: OASIS Universal Business Language (UBL) TC
> Issue Type: Bug
> Components: Faults found in artefacts
> Reporter: Ken Holman
> Assignee: Ken Holman
> Priority: Minor
> I discovered today that the UBL 2.1 distribution unintentionally includes an empty schema fragment documented here:
> This is a minor issue and has zero effect on validation, as it is a documentation schema that is not part of the schema import tree for UBL documents.
> I'm unclear about the naissance of this schema fragment and I question its value ... how would it be used to validate metadata? Perhaps we should simply remove it in the next release of UBL.
> Does anyone know its history?
