UBL 2.2

 - the comment period for UBL 2.2 is now closed
   - the TC is now expecting each of the Transportation, Pre-award and
     Post-award subcommittees to make the recommendations for 2.2 additions
     to be agreed upon by the TC; this is done by way of a JIRA ticket
