Some more requirements:
1) The new cac:WeightBillReference should be located into the cac:TransportHandlingUnit.
2) Inside the cac:WeightBillReference, the above mentioned cac:WeightOrderReference information should be renamed into cac:WeightOrderDocumentReference as it should be inherited by DocumentReference.
3) A booking ID is required to precisely correlate the weight as well as the Carrier Party that issued the booking, but they are already provided upper in the cac:Shipment/cbc:ID and cac:CarrierParty, so I think we do not need to repeat this info here.
  
I think the requirements are complete now, but I'll appreciate your feedback.
I provide a summary;

WeightBillReference (0..n)  A reference to one or more weight bills. Only one of them should be verified and thus representing a VGM weight.
- ID (0..1)  An identifier for the weight bill.
- GrossWeightMeasure (1..1)   The gross weight made up by the TransportHandlingUnit tare plus the net weight. UM is usually KGM.
- NetNetWeightMeasure (0..1)
- NetWeightMeasure (0..1)
- WeightMethodCode (0..1)  The weight methodology (e.g. according SOLAS regulations)
- WeightDate (0..1)
- WeightTime (0..1)
- VGMIndicator (0..1)  An indicator to show when the gross weight is verified.
- WeighingParty (0..1)  The weighing party often acting as a weighing provider.
- CertificationParty (0..1)  The party responsible for the weight verification (usually is the Shipper)
- WeightOrderReference (0..1)   A reference to the weight order that originated this weight bill.
