Subject: [OASIS Issue Tracker] (UBL-45) Unbounded Price at line level

Tim McGrath commented on UBL-45:
--------------------------------

The original requirement was stated as "It shall be possible to express both the Net and Gross Price at line level in the Invoice". The fact we are debating if this is already possible suggests that even if it is already possible, it is not clear how to do this. Looking at this again I can see why it is ambiguous.
Gross Price is the price (per Item) before any allowances and charges are applied. Net Price is the effective price (per Item) after allowances and charges are applied.
Currently, we have Price (that contains AllowanceCharge) and Invoice Line that contains Price and AllowanceCharge. I am assuming we are concerned here with the Price/PriceAmount. This Price/PriceAmount is multiplied by the InvoicedQuantity to determine the ItemPriceExtension/Amount (the Gross Amount of the Invoice Line) and then the Invoice Line Allowances and Charges are applied (the Net Amount of the Invoice Line).
So the challenge is to know if the Price/PriceAmount is Gross or Net. The Alternative Business Term for Price is Base Price, suggesting this is the Gross Price, but there is a code list available to specify what type of price this is. So you could state it as Net Price or Gross Price.
If it is Gross Price then the Price/AllowancesCharges have not been applied, so you apply them to find the Net Price. If it is stated as Net Price then Price/AllowanceCharges have been applied and you un-apply them to find the Gross Price.

If we cannot deduce one from the other then we are missing something from the structures.

So the question is would added another instance of Price (or perhaps another ASBIE qualified as GrossPrice or NetPrice to avoid endless variants) to the model make this easier to follow? Or do we just create more options for implementing them differently?
