I propose we have two document types (the top 2 ABIEs on the diagram). One called something like "Digital Capability" and another called "Business Card".  The first for the technical information used by SMPs, and other service publishers.  The second for the commercial details.

I have deconstructed your proposed structures into (what I think are) a more flexible hierarchy.  All the elements you identified are included but re-arranged in a more re-usable way.

As for the create, update, remove messages - maybe we can do that with one document type and use a DocumentStatusCode  (as we do with Bill of Lading)?
