I've tweaked the presentation of graphics to reduce the number of times a graphic starts off a page.  I got this idea from the DocBook stylesheets, as the OASIS rendering of UBL looked "better" than the ISO rendering.  Now they both have this improved graphic rendering.  The latest can be found here:
