Another option that came up in discussion during the 2016-09-13/14 teleconference is to add to the structures something like an "VGMDocumentReference" ASBIE to the DocumentReference ABIE and a user community would adopt a convention of pointing or embedding the VGM information in the UBL instance using the Attachment ABIE.

What gets embedded/referenced could be just the INTTRA XML message, or it could be the UBL Attached Document with the INTTRA XML message.

This prevents us from having to play catch-up with changes to the INTTRA.  It also mimics the real world today of attaching VGM certificates to the transportation documents.

Unlike digital signatures implemented as a committee-specified extension, there is a concern regarding governance in that we don't know where the INTTRA messages are going in the future and any IPR issues, especially regarding embedding INTTRA schema fragments in our schema tree for the extension.
