A draft structure for a VGM message follows. It is supporting the same requirements of the VERMAS message and its SMDG profile as well.
VGM is per-container so we need to reuse the Shipment ABIE because it is supporting most of the shipping requirements.

- UBLVersionID
- CustomizationID
- ProfileID
- ProfileExecutionID
- ID
- UUID
- IssueDate
- IssueTime
- SenderParty 1..1 (the party sending this message)
- ReceiverParty 0..1 (the party receiving this message)
- Shipment 1..1 (detail of transport equipments with specified a MeasurementDimension for the gross weight (either VGM or not))
        cac:TransportHandlingUnit/cac:TransportEquipment (0..n)
                 cac:VerifiedGrossMass (0..1)  <--- A new ABIE for VGM
- Signature

This is a separate ABIE for the VerifiedGrossMass:
- ID (0..1)    A unique weighing ID
- WeighingDate (0..1)
- WeighingTime (0..1)
- WeighingMethodCode (1..1)
- GrossWeightMeasure (1..1)
- WeighingParty (0..1)
- ShipperParty (0..1) A Shipper (BCO, FF or NVOCC) who is responsible according SOLAS for the VGM
- ResponsibleParty (0..1) A party responsible for signing the VGM on behalf of the Shipper
- DocumentReference (1..1)  The VGM documentation

I think it is more clear to use a new separate ABIE for the VerifiedGrossMass so this will be the single addition to the TransportEquipment.  It will be used only when the gross weight is verified (VGM). The GrossWeightMeasure under the TransportEquipment can be still used for expressing the gross weight originally provided (could be different for many reasons such as truck fuel, ...).  This will be inherited by any other transport document within the UBL library.

I answer Ken's question "can we simply add a new ABIE with the weight value and the document reference to the certificate information in another already-standardized document? "
I think the structure of this new document is similar to many documents within UBL... so I would answer YES, BUT we need to enrich the description and samples of another existing message to let users create a generic WeightBill or VerifiedGrossMass message.    I like the idea of creating a generic WeightBill that is suitable to express both VGM or other weight for one or more containers within a shipment, but I leave the decision to other TC and TSC members.
ForwardingInstructions could be used in theory, but SenderParty could be anyone and not strictly a Shipper (BCO or Freight Forwarder).
We are also in presence of new business roles such as Weighing Party.
