I just found ISO's formal use of URNs here:  https://tools.ietf.org/html/rfc5141

The OASIS formal use of URNs is here:  https://tools.ietf.org/html/rfc3121

As mentioned above, there is no registration of "urn:un" and I can find no formal specification of its use.

We could begin using "urn:oasis" at this point, but because we used the "urn:un" in UBL 2.0 and 2.1, I worry that for consistency we should stick with the old values where we've already used them.

The canonical values are supposed to be consistent between versions.  But I suspect few users use the canonical values.  So, do we change to get rid of the bad values or do we stay the same for consistency?
