UBL 2.2 CSPRD01 comment resolution draft started

Fellow UBL TC members,

After all of the many posts that have been made by JIRA, I think that 
our first draft of the comment resolution for UBL 2.2 CSPRD01 is ready:

All voting members have edit permissions on that document.

Per procedures, when complete it will be archived in Kavi so as to be 
immutable.

I got blurry-eyed trying to ensure I didn't miss anything, so I very 
well may have done so ... so if you can please review my work for any faults.

I have some more JIRA tickets to add that are my own triggers for 
action items, but they need not be included in the public comment 
resolution.  First I want to make sure that I've properly transcribed 
all of the public comments.
