Procurement Project is used to define the procurement as a whole. If there are no lots, the Procurement Project describes the details of the procurement, if there are lots, the Procurement Project describes the summary information of the procurement..

Procurement Project Lot has an ASBIE Procurement Project because it was decided to reuse the ProcurementProject class as the Procurement Project Lot class contained exactly the same elements of the Procurement Project plus the Lot identifier.
