My questions would be: 

1) do both of them identify the same thing? 
2) if yes, for the QualificationApplication documents EU MS would prefer usign the ProcurementProjectID to identify the Procurement Procedure than something that, apparently, only makes sense for the case of Spain (the ContractFolderID).

But let's discuss it, of course.
