One concrete case in the ESPD is the need for the ESPD Request to specify where the Contract Notice was published, e.g TeD, BOE (Spanish Official Journal), DOGC (Official Journal of the Catalan Government), etc. In the first case (TeD) the Jurisdiction Level is EU, in the second case it is "National", in the third case it is "Regional". 

I see that this applies to the Journal, not to the document. But currently we do not have anything similar to "Official Journal" (or Official Publication Site) but use DocumentReference to refer to a document (e.g. Contract Notice) that is published somewhere (URI of the Offiicial Journal) that has a European jurisdictional scope.
