1) ValidatedCriterionRequirementID should be renamed ValidatedCriterionPropertyID. 
2) If I understand well, what you  are implying is that the Criterion ID and the Property Group ID has to be "calculated" going from the response up to criterion and to the property group using the TenderingCriterionPropertyID? 

I need your rationale in order to explain it to these MS's developers.
